DRDO realized the need for implementation of the Quality System based on ISO 9001: 1994 for its laboratories. DEAL became the first laboratory to go for ISO 9001 certification and became the first R&D laboratory in INDIA due to its strong Product Assurance activities and Project Management. Dr APJ Abdul Kalam, than SA to RM, and DGR&D received first ISO 9001 certificate for DEAL in a function held at Sena Bhawan, New Delhi and during his speech he stressed the need for all the laboratories to establish the Quality System and go for ISO 9001 certification. During early 1995, DEAL created an organization structure and initiated its actions for aligning of the existing quality setup in accordance with the ISO 9001 for the projects and technical activities. Strengths & weaknesses of Quality System in our projects & technical activities were analyzed and the gaps were plugged in reference to ISO 9001. DEAL Quality System was offered for the assessment to STQC, Dept. of Electronics (accredited by the Dutch Council for certification) during Jan 1996 and on 25th July 96, DEAL became first R&D laboratory of India to achieve ISO 9001, 1994 Certification for its Quality System and subsequently which was re-certified during 1999, 2002. During 2003 DEAL QMS was certified for ISO 9001, 2000 during 2003 and re-certified during 2007.
Defence Electronics Applications Laboratory, Dehradun was adjudged winner for the Golden Peacock National Quality Award 1997 (GPNQA-97) for special category R&D for outstanding achievement in pursuit of Total Quality.
At the 8th World Congress on Total Quality in Mumbai on 12.02.98, Shri Asok Sen, Additional Director received the award from Shri PC Alexander, Governor of Maharashtra and Shri Prakash Chand, Head Quality System presented the achievements due to good quality practices followed by DEAL.
DEAL Quality System was assessed by a panel of judges led by Shri N.Vittal, Chairman, PESB for this award on the following points.
DEAL has adopted good Quality practices since inception of the laboratory and it is the implementation of these Quality practices that has resulted in achieving Golden Peacock National Quality Award.
Metrology Laboratory of Center for Advance Mechanical Engineering (CAME) is contributing towards the development of precision millimeter wave components, through metrology and calibration work. Recently, the competence of the laboratory has been formally recognized by National Accreditation Board for Testing and Calibration Laboratories (NABL), which has awarded accreditation to the laboratory with effect from 4th Oct 2006. Qualifying the requirements of ISO/IEC 17025:2005, Metrology Laboratory of CAME has become the first lab of DRDO to get prestigious NABL accreditation, in the field of Mechanical Calibration. NABL being a signatory of Mutual Recognition Arrangement (MRA) of Asia Pacific Laboratory Accreditation Cooperation (APLAC), which in turn is a signatory of International Laboratory Accreditation Cooperation (ILAC) MRA, the measurement and calibration data of the laboratory would have international recognition.
Scope of NABL accreditation covers calibration of 11 types of measuring instruments and standards of different ranges and accuracies, which includes calibration of Block Gauges, Step Gauge, Micrometer and Vernier Check Sets, Dial Gauges, Pin Gauges, Surface Plates etc. If the BMC (Best Measurement Capability) of the various instruments / standards are to be considered the Metrology Laboratory of DEAL is today among the top few NABL accredited laboratories, in the field of Mechanical Calibration, in India.
The laboratory is the first R & D set up in the country to be certified as the ISO-9000 certified establishment. This was recognized at the National Level when it was Awarded the prestigious Golden Peacock Quality Award (R & D) for the year.
The team of Scientists Comprising of Dr K D Nayak, Shri Virpal Singh, Shri Ashok Mittal and Shri Ajay Malik were Awarded a cash prize of Rs 50000/- in the Highly Recommended category for “Development of Three Channel Monopulse Receiver at Ka Band (Milimeter Waves) in the year 1998.”
