Outstanding Scientist and Director, Defence Electronics Application Laboratory (DEAL)

Sh LC Mangal graduated as BE (Hons) in Electrical & Electronics Engg from BITS Pilani (1988) and M.Tech in Communications Signal Processing from IIT Kanpur (1995).

He joined DRDO for one year training at DIAT Pune in Oct 1988 and as Scientist B at DEAL Dehradun in Nov 1989. He started his carrier in Satellite Communication with system engineering for the project 'NARAD' at DEAL He led a team for technology development for baseband systems of secure indigenous Briefcase Satellite Terminals and Satcom Hub for providing secure voice and data satellite communication network for Army, Navy and for Light Intensity Conflict (LIC)/strategic applications.

He developed DSP based ECCM technology for Combat Net Radio for Tank applications with robust frequency hopping crypto synchronization and reliable voice/data communication under hostile environment. 2000 Nos of CNR-AFV radios were productionised by M/S Bharat Electronics, Panchkula in the year 2011.

As technology group director, he led integrated team for development of multiple form factors and networking waveforms of SDRs for Navy, and development of software-defined miniature satellite terminals (Manpack and Handheld) and related Hub baseband system for exploitation of GSAT6 satellite. Two shipborne SDR form factors are under production with M/S Bharat Electronics. The GSAT-6 based satcom network has undergone extensive trials and security evaluation for required operational needs of tri-services and is under the process of operationalisation. The production of portable SDR’s (Manpack and Handheld) for Naval requirements will commence soon with Bharat Electronics.

He has received many prestigious DRDO awards - Agni Award for Excellence in Self Reliance (2005), DRDO Award for Performance Excellence (2006), Agni Award for Excellence in Self-Reliance (2010) and Agni Award for Excellence in Self-Reliance (2018) as team leader for Shipborne SDR.

He was promoted to Outstanding Scientist and Scientist 'H' in 2018 and became Associate Director in 2019. He has been leading technology development and focused activity for software-defined military communication products for last 20 years in various capacities and published many technical papers in journals and conferences. Currently he is focusing on creating a national standard for SDR software to streamline indigenous eco-system for SDR design & development, production and maintenance for Armed forces and homeland security agencies.

He took over as Director DEAL wef 01 March 2022.
