Vice Admiral Ranjit Singh graduated from the National Defence Academy, Khadakwasla in 1986. He was commissioned in the Indian Navy on 01 July 1987. His academic qualifications include ME (Electronics and Telecommunications) from Pune University, Advanced Naval Weapons Systems Engineering Course (ANWSEC) from Institute of Armament Technology (IAT), Pune for which he was awarded the Veer Karma Award and Chief of Naval Staff’s Rolling Trophy.

His afloat appointments include tenures on various front line ships of Indian Navy. During his tenure at DLRL, he has been instrumental in induction of three generations of EW systems into the Indian Navy. He has vast experience in the design, development and induction of robust and reliable EW systems on different ships and submarines of the Indian Navy.

He took over as Director, Directorate of Quality, Reliability and Safety (DQR&S) at DRDO HQ on 7th May 2019.

The directorate has achieved many important milestones towards the given mandate. Multiple policies and guidelines have been promulgated, viz. DRDO Quality & Reliability Policy Guidelines 2020, Revised DRDO Safety Policy 2020, Revised Software IV&V Policy 2022, DRDO HFI-HRA Guidelines 2022. On technology front, the Q&R Audit Management System (QRAMS), an intranet based application was launched in 2020. He is credited to actualise the 'System for Advances Manufacring And Rating' (SAMAR) in collaboration with Quality Council of India (QCI) for manutity assessment of Industry pertners of DRDO. Under his leadership, DQR&S, successfully ensured that all Medical Oxygen Plants manufactured by Industry during Covid-19 paendemic are of good quality and are commissioned with satisfactory functional performance. DQR&S team, under his guidance finalised the Centralised Contract for Software IV&V Services and Third Party Technical Documentation contract at DRDO HQ level, for projects undertaken by DRDO Labs, which were first of its kind process in DRDO. As a move to preserve the experience of DRDO Scientists in tackling the quality & reliability related challenges, he initiated the publication of new bi-annual magazine, Quest.

DQR&S successfully organised the first DRDO Quality Conclave under his leadership, taking along all stakeholders of Defence systems.
