Spearheading the innovations under ‘Make in India’ program, the Technology Development Fund (TDF) Scheme of Defence Research and Development Organisation (DRDO) promulgates the development of defence and dual-use systems, subsystems, Components or technologies, for a product that is Indian Designed, Developed and manufactured (IDDM). The idea is mainly to promote Micro, small, Medium Enterprises (MSME) including Star-Ups to develop innovative products for our forces.
With a funding upto Rs 10 Crores (through Grant-in-Aid), mentoring, testing, monitoring and all types of support required to get a quality ‘Made in India’ product, TDF aims to tap the hidden potential and broaden the defence industry base for self reliance. It absorbs genuine failures during the development process. The TDF scheme integrates stakeholders at a single platform viz End Users, Designers, Developers, Mentors and Quality Certifications, Quality Assurance thereby giving the scheme much needed boost and thrust. The important highlight of the scheme is that the 90% cost of the entire project is borne by DRDO and incase the project hits the rough patch, Project Monitoring and Mentoring Group (PMMG), Technical Committee and Empowered Committee help in resolving the issue. Once the product is developed, it is marked as (Buy-Indian) IDDM product and gets first preference in procurement, since the industry and DRDO jointly holds the Intellectual Property Rights (IPR).
