Introduction
At any moment, thousands of Indian Navy's personnel are engaged in missions on, below, and above the surface of the waters around India. The performance of Naval systems (platforms, weapons and ships) is influenced by the variability of the ocean environment. The nature of the spatio-temporal variations of the oceanic environment is also critical input in deriving the optimum designs of the systems. A knowledge of the behaviour of the medium, in which the missions are conducted, is therefor, a must. Specifically it is necessary to have the ability to put into perspective the observed behaviour of the environment (winds, sea state, subsurface temperature field etc.) and to forecast how the environment will evolve with time.
The Panel on "Ocean Environment" recommends that a major goal of the NRB's initiatives for the next decade be the development of an operational ocean forecasting system for the Indian seas. To achieve this goal, it will be necessary to develop an observational system for monitoring on a real-time base with in-situ and satellite based platforms; and develops prediction-based models. A pre-requisite for this is deeper understanding of the Indian seas particularly Coastal Oceanography and Marine Meteorology; and Atmosphere-ocean Coupling. The process studies and special observational programmes will need to be carried out in a mission mode. In addition, work on technology development of sensors and a moored buoy is needed for continuous monitoring of important parameters over the oceans.
Perhaps the most crucial element of the vision for the next decade is a programme for human resource development. Without such a programme, the goal of developing the forecasting system cannot be realised, nor can the products of such a system be effectively used.
