Maj Gen US Abrol has been appointed Director & Commandant, Proof & Experimental Maj Gen US AbrolEstablishment (PXE), Balasore, wef 9 September 1999. He replaces Maj Gen JC Bhatia, who has now been posted as Armament Adviser to CCR&D (D), DRDO HQrs, New Delhi.

Maj Gen Abrol is a graduate in Mechanical Engineering from Punjab University and was commissioned in the Corps of Engineers in 1967. He took part in 1971 operations. He is qualified in wheeled and tracked vehicles and has served in various EME workshops. He joined DRDO in 1978. He was associated with various projects on specialised vehicles at the Vehicles Research & Development Establishment (VRDE), Ahmednagar. He has successfully designed and developed many special vehicles like operation theatre-on-wheels, containerised kitchen lorry, mobile decontamination system against NBC warfare, ground system for Pinaka, and bullet-proof vehicles for paramilitary and police forces. He was awARDEd Cash Award by Raksha Mantri in 1996 for his innovative contribution to design and development of bullet-proof vehicles.


Dr Narendra Kumar has been promoted to Sci G wef 1 July 1999. He obtained his Dr Narendra Kumarpost-graduation in Agricultural Botany from CCS University, Meerut, in 1969 and PhD in Plant Breeding from GB Pant University of Agriculture and Technology, Pantnagar, in 1985. He joined DRDO at the Defence Agricultural Research Laboratory (DARL), Almora, in 1970. His contributions to DRDO for the last 29 years in the fields of plant introduction, hybridization and development of appropriate and sustainable technology for inhospitable environment of high altitude areas of UP hills and Himachal Pradesh has won him acclaim and recognition. Before joining DARL as Director in 1994, he was Director, Defence Research Laboratory (DRL), Tezpur, during l992-94.

At DARL, Dr Kumar was responsible for creating research and development infrastructure at Pithoragarh, Auli and Kinnaure areas of Himachal Pradesh. He has made valuable contribution to farm out planning programme for Antarctica expedition. His sincere efforts resulted in a number of multidisciplinary R&D and service-oriented projects in Central and Western Himalayas.

Dr Kumar has 180 research papers to his credit. He is the Chief-Editor of New Agriculturist Journal and an Honorary Fellow of the Bioved Research Society, Allahabad. He is the recipient of Dr Gorakh Prasad Award-1995 of Vigyan Parishad, Allahabad; and Scientist of the Year Award-1998 of DRDO.

Shri Rajesh Kumar Tiwari, Sci C, Defence Materials & Stores Research & Development Establishment (DMSRDE), Kanpur, has been awARDEd PhD for his thesis on Addition Reactions of Terephthaloyl Acetylene by Kanpur University.

Shri Rakesh Kumar Sharma, Sci E, Head Department of Radiopharmaceuticals, Institute of Nuclear Medicine & Allied Sciences (INMAS), Delhi, has been awARDEd PhD for his thesis on Studies on Bioenergetics of Tumor Cells using in vivo NMR Spectroscopy by Delhi University.

Deputations Abroad

INMAS, Delhi

Dr Anil Kumar Mishra, Sci D, Institute of Nuclear Medicine & Allied Sciences (INMAS), Delhi, was deputed to Argentina to attend and present the work progress on 99mTc labelled peptides for imaging of peripheral receptors at the 3rd Research Coordination Meeting held at Buenos under the aegis of IAEA, during 1-5 November 1999.

Dr Aseem Bhatnagar, Sci D, was deputed to Chile to attend the Final Research Coordination Meeting on Nuclear Imaging for Infection and Inflammation held under the aegis of IAEA, during 2-4 November 1999.

Dr T Lazar Mathew, Director, was deputed to Italy to attend the Italian Congress of Radiology, to participate in an Indo-ltalian workshop at the University of Palermo, and to visit various Italian institutes at Milan, during 18-25 November 1999.

DARL, Pithoragarh

Dr Narendra Kumar, Director, Defence Agricultural Research Laboratory (DARL), Pithoragarh, was deputed to Bangladesh to attend 10th International Conference of Bangladesh Botanical Society and presented a paper on Sustainable Agro-Biodiversity Management in India, during 12-14 November 1999.

DRDE, Gwalior

Dr RV Swamy, Director, Defence Research & Development Establishment (DRDE), Gwalior, was deputed to the Netherlands to attend the 5th Meeting of the Validation Group for Updating the OPCW Central Analytical Database, during 5-6 October 1999.

Dr SK Raza, Sci D, DRDE, was deputed to the Netherlands to participate in the meeting to discuss the results of Sixth Inter-Laboratory Comparision Test organised, during 24-25 November 1999.

Dr HV Batra, Sci F, was deputed to Geneva to participate in the Sixteenth Session of the Adhoc Group of the States Parties to the Convention of the Prohibition of Bacteriological (Biological) and Toxin Weapons and their Destruction (BTWC), from 20 September to 8 October 1999.

sspl, Delhi

Dr RK Jain, Sci G and Dr SK Mehta, Sci E, were deputed to Russia to visit different institutes working in the area of laser diode and to finalise the details of joint work plan and to explore their potential in the area of growth of III-V quantum well material structures and device development for two weeks starting from 6 October 1999.


• The Defence Laboratory (DL), Jodhpur, celebrated Quami Ekta Week during 19-25 November 1999. Several events were organised to mark the celebration, including a cultural programme, a painting competition and a debate on Rajbhasha Evam Ksethriya Bhashavon Ka Rashtriya Ekta Evam Akhandata Me Yogdan. Quami Ekta oath was administered to all the employees followed by prize distribution by Director, DLJ, to the winners of the various competitions.

• The Naval Physical & Oceanographic Laboratory (NPOL), Kochi, observed the Quami Ekta Week during 19-25 November 1999. A talk by Smt R Sreelekha, IPS, highlighting the importance and implications of national integration was organised to mark the occasion.
