I am delighted to share with you an account of DRDO’s work and accomplishments during 2017.
Since DRDO’s inception in 1958, we have walked the path of Research and Development (R&D)
with the aim of transforming the content of Defence equipments, from imported to indigenous.
With laboratories/establishments in 25 cities across the country, DRDO employs more than 24,000
people in about 40 engineering and science disciplines. It also leverages the talent of thousands
of employees in DRDO, developed partner industries, ordnance factories and defence PSUs. In
2017, DRDO’s pan India team of more than 7,400 scientists working in about 50 labs/estts made
commendable technological progress in virtually every technology domain.

The Year saw immense contribution of DRDO for the nation, significant of these were:
acceptance of Airborne Early Warning & Control (AEW&C) system by the Indian Air Force (IAF)
for induction, handing over of the first batch of Long-Range Surface-to-Air Missile (LRSAM) over
to the Indian Navy, and completion of User Trials of Medium-Power Radar (MPR) ‘Arudhra’, Low-
Level Transportable Radar (LLTR) ‘Ashwini’ for IAF, and Software-Defined Radio-Naval Combat
(SDR-NC) for the Indian Navy, paving the way for placement of production orders. Participation
of Light Combat Aircraft (LCA) ‘Tejas’ and AEW&C system in the Republic Day fly past at Delhi
for the first time was a major milestone event for DRDO in 2017.

During 2017, the following major projects were sanctioned: Medium-Range Surface-to-Air Missile
(MRSAM) weapon system for the Indian Army, LRSAM weapon system for the Indian Aircraft
Carrier (IAC) of the Indian Navy, Submarine-Launched Cruise Missile (SLCM), RudraM-III, Naval
Anti-Ship Missile and Guided Pinaka Rocket System.

The production value of DRDO-developed systems (inducted and approved for induction) is `
13,700 Cr during 2017, bringing the cumulative total to over ` 2.65 Lakh Cr. This includes clearance
for Akash Missile system through Buy (Global) route, culminating in substantial savings in foreign

Technology Development Fund (TDF) scheme has been operationalised by DRDO for providing
funding to public and private sector industries, especially Micro, Small, and Medium Enterprises
(MSMEs). More than 600 industries have been registered in the web-portal launched last year and
in the first round, six projects are in advanced stages of approval and award to the industries.

DRDO also released its XIII Five Year Plan (2017-2022) projections document in the year 2017.
The XIII Five Year Plan (FYP) has emerged after a series of interactions with the three Services
to discuss new project proposals. For the first time, Mission-Mode (MM) projects have been duly
factored-in to the plan of the Services, lending much needed synergy to the plan formulation process.

While we are advancing the country’s defence technology prowess, we have also been
meticulously implementing the Government of India’s (GoI’s) initiatives, viz., ‘Make in India’,
‘Minimum Government Maximum Governance’, ‘Digital India’, ‘Skill India’, and ‘Swachh Bharat’.

I hope this report will be both informative and useful to our stakeholders in the Ministry of
Defence (MoD) and to other Science & Technology (S&T) organisations in the country. DRDO will
continue to work with dedication towards ensuring that we provide the much needed technological
fillip to the Indian Armed Forces who are our primary customers.

                                                                                                                               Jai Hind!

                                                                                                                  Dr S Christopher
Secretary, Department of Defence R&D &
