To become a World Class Laboratory in the development of Protective and Life Support Equipment, Biomedical Devices and Systems specific to Service Combatants.


To carry out Design, Development and Evaluation of state-of-the-art Life Support and Biomedical Systems and Devices leading to Productionization, meeting the requirements of the Armed Forces and to explore the use of spin-off technologies for Civilian Applications.

Defence Bioengineering and Electromedical Laboratory (DEBEL) was established in April 1982. It is located in ADE campus.


DEBEL is committed to carry out Research, Design and Development of Quality products leading technology demonstration in the area of :

  • Life Support Systems
  • Personal Protective Equipment
  • Biomedical Devices and Instrumentation

also, to strive for continual improvement through effective review mechanism and quality management system to achieve quality objectives.


To design and develop reliable, appropriate Life support and Bio-medical systems at affordable cost against the requirements of Services by following well documented systematic and structured reviews.


  • Design, development and evaluation of the Life Support Systems for Indian Armed Forces.
  • Development of Biomedical instrumentation and devices.


The Laboratory has been set up for undertaking research and development in the area of Bioengineering and Electro- medical Equipment on the following broad guidelines:

  • To conduct design and development work in accordance with the Services' requirements and ensure availability of prototype equipment.
  • To educate and assist industries in the fabrication of reliable prototype equipment and subsequent productionization.
  • To lay down specification and maintenance instructions in respect of the equipment developed for the Services.
  • To render such other technical advice to the Services as may be required in the field of the Laboratory's specialization and conduct Training Courses.
