Director's Profile

Shri Gopal Bhushan, an Outstanding Scientist, is Director Personnel (DOP), Defence R&D Organisation (DRDO), Ministry of Defence. The post he took over on 01st August 2017. In this capacity, he is responsible for all personnel matters pertaining to scientists, technical, administrative and allied support workforce of DRDO. In the large nodal role, he helps formulating personnel policies, ensuring compliance of government norms, regulation of service conditions, posting/transfers, appointments, cadre restructuring, deputations in the country and abroad, welfare measures of the DRDO employees, legal, and administrative cases and as well as other related issues. He advises all DRDO labs on issues of personnel management. With the software/IT skills, he possesses, he is laying a foundation to build a dynamic and automated information and knowledge environment in personnel management, keeping with the organisation's policy of e-Governance.

Prior to this appointment, Shri Bhushan was the Director, Defence Scientific Information and Documentation Centre (DESIDOC) from June 2015 to July 2017. At DESIDOC, with singular devotion, he transformed the institution into a credible knowledge hub and end-to-end service provider in the fields of journalism, publication, e-publishing, knowledge management, software development, IT services, library, multi-media, and innovative design and printing. He rejuvenated DESIDOC with progressive changes in governance, management and administration. In pursuit and promotion of science, he created the infrastructure and supported academic programmes with societal purpose to popularise S&T and their development in DRDO and in the civil society.

As Director, Directorate of International Cooperation (DIC) at DRDO HQ from January 2010 to June 2015, Shri Bhushan pursued DRDO's international affairs with foreign countries at the government level and represented DRDO in various multilateral and outreach meetings on disarmament and international security. He has a vast experience of working with various Department/Ministries of Government of India and International defence research laboratories, military organizations, defence industry, and foreign academia. He worked with the foreign exports regulatory authorities to resolve export and trade restrictions and impediments. The efforts of Shri Bhushan assured widening of DRDO's International Defence R&D Cooperation. Due to his momentous efforts, DRDO's International Defence R&D cooperation is seeing a tremendous growth and expansion with greater openness. Prior to taking over the Directorship at DRDO HQ, he served at the Embassy of India in Washington D.C., USA as Counselor for Defence Technology. As a diplomat, he worked at the Indian Mission from July 2006 to October 2009. On his return, he was appointed, the Officer on Special duty (OSD[International Affairs]) to Scientific Adviser to Defence Minister. The diplomatic assignment and position of Director IC, gave him opportunities to work closely with the Administrative and Diplomatic corps of the GoI and foreign countries. Due to his endeavours Defence R&D is a pivotal to pursuing country-to-country bilateral talks.

In May 2000, he was appointed as the Staff Officer to Scientific Adviser to Defence Minister. The appointment he held until July 2006. From July 1997 to May 2000, he worked at the Institute of Systems Studies and Analyses (ISSA) as the Deputy Project Director. At ISSA, he led the team of software developers to develop wargame software for Indian Army as training tools for tactical and strategic planning. From April 1985 to July 1997, he worked as a software engineer at DRDO Computer Centre and at the Directorate of Advanced Computing and Systems Analysis (DACSA) at DRDO HQ. In this period, he developed several scientific and MIS to support the Apex management of DRDO; provided techno-managerial and corporate support to DRDO laboratories. He also supported the MoD in various computerisation activities during this period. Shri Bhushan also held the post of the General Secretary of DRDO Sports Board from 1994 to 1997.

Mr. Bhushan has a Bachelor's degree in Science and Post-graduation in Operations Research and Masters in Computer Sciences (Systems Software). Presently he is pursuing doctorate degree from University of Delhi. He is the recipients of "Best Scientist of the Year - 2010" Award for his unique and distinguished services to International Cooperation in DRDO and "Best Popular Science Communication/ Techno-Managerial Award - 2016" for his innovative work in popularising S&T Communication in DRDO. In 2012, he attended "Senior Executives in National and International Security Program" at the John F. Kennedy School of Government at Harvard University, USA.

Shri Bhushan has more than 32 years of experience in DRDO, serving in a variety of capacities and positions. Throughout, Shri Bhushan has been guided by pragmatism and his belief in the boundless opportunities. He works tirelessly to contribute to the ideas, policies, and innovations.The diverse roles and positions helped him acquiring techno-managerial skills, knowledge, traits and role specific work experience. The three decades of professional life in DRDO has been rich and noteworthy.
